Chelsea Ruediger (she/her), Founder & CEO

Chelsea's background combines policy development and implementation experience in both the public and private sectors. She founded CMR Consulting in 2021 after serving as Managing Consultant for Westcott Partners, LLC. She advises clients on healthcare policy, business development, project management, and program implementation, with a special focus on the Federal Employees Health Benefits and Medicaid markets.

Previously, Chelsea served as Director, Regulatory and Legislative Policy for the Blue Cross Blue Shield Association and as a Senior Policy Analyst at the Office of Personnel Management. While at OPM, Chelsea oversaw the implementation of health benefits for same sex spouses of Federal employees and the government-wide addition of the Self Plus One enrollment option. Chelsea is passionate about building health programs that center on the patient.

Chelsea is a certified Project Management Professional (PMP) and holds a Master of Public Administration from SUNY Albany's Rockefeller College of Public Affairs and Policy.


Charlotte Lewis (she/her)

Charlotte is a healthcare and project management consultant with CMR Consulting, bringing research and policy experience from state, federal, and private industries.

Charlotte is certified in the Agile technology development space as a Scrum Delivery Manager and Product Owner, most recently launching the Centers for Medicare and Medicaid Services Cloud environment and the Federal Employees Health Benefits internal rates and benefits management systems.

Charlotte is a lead of the George Mason University Center for Health Workforce Development with attention to Community Health Workers and state policy for employment expansion. She holds a Master of Public Health from the University of California, Davis, and a Doctorate of Public Health from Loma Linda University.
